Captain Washington Daniel, the DC in Islamabad sent through this report detailing the situation:

Distribution Report from Resalpur.
'On 10th August I and my emergency team went to Resalpur for flood relief distribution to 200 families.
Extension Officer Captain As if from Peshawar arranged the programme for distribution in Church of Pakistan Health Centre Resalpur Cantonment.
From different places the victim affected people came to this place to receive the relief package consist on mattress, quilts, pillow and full kitchen set.
Our team unloaded the trucks with the local volunteers to keep all the goods in the health center for the start of distribution. We all worked as a team with duties allocated. The Pastors from the Church of Pakistan and St. Mary’s school principal helped us for checking identification of the affected people against the registered list. The divisional finance officer verified the person from the list and checked their identity cards, taking the signature or thumbprint of the receiver.
Pakistan Army started problems, not allowing the goods truck to park nearby. They also try to stop distribution due to security risk. And they are interested that all the NGO’s will bring all distribution things to them, they want to supply by their own will.
During this time, the MPA Mr. Prince Javid came to visit the center. He and his team were so pleased to see all the arrangements of distribution, and gave appreciation to The Salvation Army for delivering relief package. He said “up to now never seen good packages like this for the affected people from any NGO or Government.” The MPA’s official media also covered his visit and I have brief to press about Salvation Army relief work in this part and contribution for help in the coming days. He also arranged the security for our center to keep the control during distribution, because some people tried to disturb the distribution work. Once due to law in order and heavy rain we had to stop the distribution.
On behalf of the Bishop of Peshawar Diocese, representatives came to thank us for The Salvation Army help.
Anyhow today we are able to distribute 150 families for assistance. Next day the rest of 50 families will be assisted by extension officer Peshawar and cadets today. Because there are some pending names in the list, so with the help of the pastor and principal he will finish and for some Hindu families he will check with (pundit) religious leader where they are living.  People are so thank ful and pleased to receive this package.
For next distribution we have selected Charsada for about three hundred families with same package on Saturday 14th August. But here we have to need to arrange the security from DCO Charsada, otherwise it will too difficult for distribution.
Extension officer Captain Asif will make all the arrangement for distribution. He told me that in this distribution maybe some Government ministers will come officially. Media will also cover the distribution work'.
